Tuition reimbursement Essay Introduction According to (Hall, 2000. 30-31), tuition reimbursement refers to a study program for adult learners which involve provision of financial help to meet the cost of education of the adult learners. The organizations for which the adult learners work for are required to meet the educational costs as part of employees’ benefits and growth and development strategy. According to (Hall, 2000. 30-31) tuition reimbursement has several benefits to an organization. First of all, tuition reimbursement increases productivity of the organization in that, with the acquisition of new skills, employees are empowered to perform more complex tasks faster and more efficiently than it is the case whereby employees lack important skills and training.    The second direct advantage of the tuition reimbursement program is the fact that, employees given the opportunity to study become more loyal to the organization and feel more close to the organization and therefore are less likely to quit their jobs. In this way, tuition reimbursement greatly puts employee turnover very low to the advantage of the organization’s growth.   Therefore tuition reimbursement leads to improved employee retention and clearly minimizes the costs associated with the staffing process. This increases profits for the organization. For the organization, tuition reimbursement qualifies the given organization to tax benefits in accordance to the revenues act of 1978 (Rocchi, 1997.87-90). This is beneficial to both the organization and the employees in that, the organization saves a lot in terms of taxes payable to the government, the tuition reimbursement is crucial to the employees in that, they stand to gain promotions easily than their counterparts who may not poses such skills and knowledge.   Tuition reimbursement are important to an organization in that, employees become more skilled and as a result, the organization ends up with a more united work force which is not only effective but also efficient since there is a general feeling of security for the employees and a feeling of being appreciated. The greatest challenge facing organizations as far as career growth and development of employee are concerned is increased costs associated with funding employee adult learning courses.   It is approximated that, organizations spent about $1800 to train a single employee annually something which is quite tasking on part of the organization (Spooner, 1999.12-43). Such a huge amount of money evidently causes financial constraints and if managers do not appreciate the importance of career development, it is hard for organizations to sponsor adult learning programs on basis of the huge associated costs. Adult learning has very many advantages in that it determines job performance and the success of a given organization. The fact that learners have had a considerable exposure to job aspects, challenges and real issues implies that, given an opportunity to study, the adult learners stands a great chance of taking theories and concepts to real life issues (Schwartz, 1992.56-98). Adult learners can easily link concepts to issues at work something which implies that, given an opportunity to learn, adult learners can even outperform fresh graduates in terms of connecting class lesson to practicals work situations and are therefore likely to overcome barriers in the work place. While fresh recruits find it hard to link class theories to work situations and challenges, and learners easily associate into work situations what they study in school. When adult when adult learners go into college, they go there with a vision. Perhaps, having seen challenging tasks, which need some knowledge they lacked, they proceed to college with a dream, with some expectations and a clear focus of what to gain in the studies. Usually it is very tough for adult learners to go back to class considering that, they have financial burdens such as families to fend for and many other financial commitments. This implies that, by the time an adult makes the decision to go back to class, the motivation is very high, the expectations are realistic and the drive is genuine. While young learners may end up in schools for a number of different reasons, different sources of motivation, it is rare to get the same case being true for the adults. This is the reason why human resources managers should come up with tuition reimbursement programs for adult learners willing to go back to studies. The company has a moral obligation to nurture the talent in the employees not withstanding the employers’ gains achieved after they have invested in the studies of their employees. Usually employees who are sponsored to schools would rarely quit a job soon after the training something which implies that, the new skills and knowledge learnt in school is likely to benefit the company considering the wealth of evidence linking training to increased job performance. If employees are given the necessary support in terms of sponsorship to attain their academic goals, this is to the employees; a form of empowerment is likely to boost their morale making them to improve their job performance.   Employees who decide to go back for studies after a while and after having a contact with the job environment are more likely to appreciate what education means to their lives and they are also more likely to have the right attitude towards studies (Andrieu, St. John, 1993.44-79). The above implies that the outcome of tuition reimbursement is that; the organization will have focused and knowledgeable human resources. For the organization, it also implies that, they can promote such employees to managerial positions instead of recruiting from outside the organization whenever they need to fill senior job vacancies.   This to the organization is beneficial in that, employees who have been with the organization for longer periods understand the organizations’ environment, external and internal processes in a better way. This are an advantage to the organization in that, the organization will not have to incur the expenses associated with debriefing new employees who carry on organizational cultures from their previous organization to their new organization. Normally, no organization operates in similar manner like any other given organization and therefore employees who are recruited on the strength of their past experience usually face challenges in adjusting to the new organization’s culture. These difficulties in adjusting to new environment may some time take long periods of time and therefore negatively affect job performance in the organization. Tuition reimbursements are the best solution to the prevention of inconveniences and uncertainties of having to recruit certain skills outside the organization. Conclusion Tuition reimbursement programs if well utilized can be beneficial to an organization. The program is however faced with great challenges considering that it can be open to abuse by employers who may use the program as a bait to woo employees in to remaining with the organization against their wishes. However, if well utilized, the program greatly improves productivity, employee motivation and saves the company a lot in terms of tax benefits such organizations enjoy from the government. Real Time Motion Detection Using Dynamic Camera Abstract— nowadays, security of valuable and secret assets is very important for large organisation companies. Due to limitation of human resources and man power we need an efficient and reliable security system. To overcome this limitations and errors we will implement high level surveillance system for security. In our system, we will use dynamic camera for video surveillance which will feed video stream to system. System will perform various image processing operations to detect the object. Index Terms — Image processing, voting based motion estimation algorithm, Priority based spatial coding algorithm, content based temporal sampling algorithm, Video Surveillance system. Introduction Video surveillance systems are a very important in the modern times. Although some people don’t like the idea of being watched, surveillance systems improve the public security, allowing the system to detect dangers and the security forces to react in time. Surveillance systems developed in the recent years from simple surveillance systems into complex structures, containing multiple cameras and high end monitoring centers, armed with elegant hardware and software. However, the future of surveillance systems belongs to automatic tools that assist the system operator and notify him on the detection of security threats. It is important, because in complex systems consisting of multiple cameras, the operator cannot notice all the events. For efficient and reliable surveillance system, we need high detection rates and low false alarm rates, both of these ordinary methods most of the time does not work in turbulent territory. To eliminate such difficulties, we will be using different algorithms for camera motion estimation, capturing target frame and object detection. Our goal is to detect objects in motion reliably. The reference frame is taken first when the camera starts then current frame and the previous frame both are compared. Utilizing the frame differencing technique first the change detection from the captured images can be performed so the binary image can be generated by this technique that can be used to identify the area with significant difference between two frames or from the current frame to the background frame. Zhang,Real Time transmission of Video The video data from these cameras should be transmitted in real time to the control room or end-users for further analysing surveillance-related information. However, transmitting real-time video over a network is a challenge task because video data usually contain large amount of information quantity and the transmission channel might have limited bandwidth. When the transmission amount of video data exceeds the available bandwidth, excessive video flow in the network might lead to time delay and or packet loss, and further, the real-time performance of video transmission would be degraded. Elmenreich A key solution to video transmission is to reduce the quantity and complexity of original videos but simultaneously preserve the most important message within the original image content. The development of image compression is to reduce the data quantity at the spatial scale for successful transmission. Based on the characteristics of the objects of interest existing in the video images, embedded coding algorithms are well-known techniques for image compression by generating variable bit-rate streams for progression transmission. I. block diagram The following block diagram represents the working of real time motion estimation by using dynamic camera. The diagram is divided into two parts. First one is capturing of frame and second part is comparison and object detection. At first, based quality image frame is captured from data stream of multiple frames using some frame grabbing algorithm. Then that frame is names as a recent or current image. The recent or current image is in RGB format which then converted into grey scale image. After RGB to grey scale conversion Gaussian blur technic is used to reduce noise and sharpness in the image. After above process the recent image is compared with background image. Background is image that if image that captured and updated by camera for every particular time frame .for comparison of this two image we need to subtract recent image to background image after subtraction we use threshold technique on resultant image. After threshold technique we get the binary image. We use blob detec tion algorithm on binary image which help us to detect object in that image .after the object detection object is registered and track. Image is necessary in tracking, detecting and recognition applications. There are two types’ image features Frequency features and amplitude features. Edge information of object is usually use for detect the location of moving object. Voting base mechanism edge detection of object plays very important role .In dynamic camera surveillance system as camera is always moving, the objects in captured images also look like moving objects, even though they are not. We can obtained correct edge information of moving object and still object by subtracting to successive frames .Estimation of camera motion is very important for identifying visual information of moving object. Therefore motion of camera should be estimated first using estimated motion of camera output of edge detection is calculated .The morphological erosion dilation are used to get correct and enhance outcome of moving edges. II. Content Based Temporal Sampling In surveillance system with high end camera devices frame rate is high and change of view cause by motion of dynamic camera is very small due to that consecutive captured images are almost identify .Hence transmitting this identical frames on limited bandwidth is not efficient utilization of bandwidth. Due to this problem the content based temporal sampling method is used. In content based temporal sampling only one image from n number of consecutive frames is selected. The selected images are selected on basis of content of image .Image containing more information is selected compare to image with less information. Image having more edges having more information .Therefore while selecting images blur images are given least preference over sharp images for frame selection canny edge detection is performed to locate edge pixel then number of are count for changing edges on each frame .according to content based temporal sampling algorithm the most important information would be save and less important an identical frame would be removed. III. Priority based spatial coding Usually, an image frame can be divided into important and unimportant parts in spatial domain. The importance can be decided based on the outcome of the moving edge detection. For example, moving objects can be considered as the most important information compared with other static objects and background. Hence, the result of the edge detection can also be used to specify the regions with or without moving objects. Therefore, the spatial coding algorithm can be used to encode the region with important information into a frame of higher visual quality and the region without important information into a frame of lower visual quality. Furthermore, an embedded coding algorithm, such as the set partitioning SPIHT, can be used to progressively encode the visual quality based on the currently determined importance and available bandwidth. IV. CONCLUSION In this paper we will be implementing a smart surveillance system which will detect moving object as well as abandoned object with dynamic camera. We will be using motion detection algorithm and various images processing technique for detection of objects in video stream. The visuals and hands on experiences help to aide the teachers by assisting them in relaying important topics and concepts to the students. By having a representation, the students are more likely to remember what they have learned, and recall the lesson when it comes time to take a test or do their homework. Within mathematics, many different manipulatives are used to enhance learning. Among the most commonly used are tangrams. The seven pieces that make up a set of tangrams have value well beyond their small size. One of their most important values, other than providing educational entertainment to students, is the introduction of geometric properties and theorems. When introducing the idea of using tangrams, it is good to tell the old Chinese folktale about how they came to be. The story goes as follows, â€Å"A young boy named Tan wished to give the emperor a beautiful tile. As he carries the tile to the palace, he accidentally drops it and it breaks it into seven pieces. Tan tries and tries to restore the tile to its original shape. In the process, he finds out that he can create all sorts of fascinating pictures with the seven pieces of his tile. The seven tile pieces are what are now called tangrams.† (Tackling Tangrams, 2000) This story illustrates that tangrams can be used a method of discovery, as well as for enjoyment since many pictures can be formed. It also helps students to see why they are able to form a square, which is the main basis for the manipulative. It is beneficial to give the students some time to play and explore with the tangrams after the story is told so they can find different pictures. By having the students use investigation, a teacher is able to establish a trusting classroom atmosphere as well as have the students see that abstract concepts are very meaningful. (Conundrum, 2001) By definition, â€Å"a tangram is an ancient Chinese puzzle that provides another avenue for exploring rational number concepts.† (Teaching and Learning, 83) They are very useful to explore number concepts as well as in guided discovery. The story could be seen and a very common scenario among people having trouble with identifying there religious inclinations. Sometimes, there so much pressure put on people by their peers to choose a religion. These people often look for signs or aid from a higher power to help guide them. After receiving no signs or guidance, they renounce faith in God and Jesus and blame the higher being. In Langston case; his aunt, the priest, and the congregation put tremendous amount of pressure on him to become a member of the church, instead of explaining to him that â€Å"see† meant to â€Å"understand† and â€Å"accept† that Jesus died to save him and give him eternal life. His aunt could have helped him by explaining that not physically â€Å"see â€Å"Jesus that evening. Instead, he felt alienated possible because this way first that he had ever known of anything having to do with Jesus or the bible, and he was not helped to understand what was going on.

There are many reasons private schools are academically superior to public schools. There are vast differences between both public and private schools. Public school is controlled by the government. Public schools don’t charge tuition and accepts all children by law. They are financed through the federal, state and local taxes; functioning as part of the government and must adhere to the regulations by politicians. Thus, they can be greatly influenced by the political winds. Private schools are not administered by the government and are operated by private individuals. Unlike public school, they operate on student’s tuition and have different admissions requirements. Private schools accept students according to its academic standards but, generally private school students meet or exceed the standards of public school students . However, there are many advantages and disadvantages of both types of schools. Among the benefits of private school, private schools students generally have smaller class sizes and a lower student to teacher ratio. Children wil have more individualized attention and will allow more opportunities for access to instructors. Students would have better performance and brighter children can be challenged by harder lessons. They usually have more challenging curriculum. Students are also motivated to have better performance because private schooling requires tuition. Private schools also have more events and activities due to their small school sizes. Parents would have more opportunities to get involved with their children’s education. Private school students can benefit from the flexible teacher methods. Private school aren’t as tailored in rules as public schools. So, lesson teaching methods can vary greatly. Another aspect of private schools superiority is they offer specialized classes and courses beyond the basics. that students are expected. While, public schools only teach general and common studies that would be required for future life. Private schools cater specialized classes like religious teachings. Private schools are stricter in rules and behavior including a school code dress uniform. The stricter classroom rules provides a better learning environment and results in a better education. Also, private school teachers usually hold advanced degrees and tend to be  experts in their field. Typically, private schools have newer facilities and materials such as older textbooks, sports equipment. However, there are also some benefits of public schools that private students don’t have. There are disadvantages in private schools while there are benefits.
